Are we going to implement Open Sky Agreements?

Open Sky agreement should limit the possibility of the airline to create routes that originate or connect passangers between non-home state.

It sould be possible to choose between Open World and Restricted world during game creation.

You may be opening pandora's box, here, if you regulate the skies, so to speak. You then have to find some way to "close" the skies and keep the game viable. For example, pre-open sky agreements, only 2 airlines could fly to a country in return for 2 of that country's carriers being able to fly here. Given that you have to limit the number of competitors to play against, how do you account for the reciprocal airline? Also, then you have to tackle the issue of cabotage. Pre-open skies, a US carrier could not pick up passengers in London to deliver to Paris. With open-skies, a US-based carrier can do that--but the agreement does not allow an EU carrier to pick up passengers in NY and deliver them to Los Angeles. It also brings up the question of local restrictions... such as curfews at airports like SNA and SJC, the Wright Agreement at Love Field, and flight restrictions at LaGuardia.
