Huffman compression of file

I implemented Huffman compression. i also added a readme explaining the code. Hoping to get the PR merged and getting the hacktoberfest and hacktoberfest-accepted badge.

Description of Change

This huffman code uses pritoy queues and vectors and file handling to compress the file.
