Certain explosions are invisible when shooting buildings #332

For example this affects the Chrono Tank shooting its missiles at a Construction Yard, the missiles are invisible from most angles.

Not sure if this is still an issue. TODO test whether this still happens.

Note, the PARTIAL and SORTDRAW defines should be fixed first so the game draws (more) like 3.03.
