[RA] Add optional feature to make ore 'last' longer, maybe take more scoops to harvest? #366

Ore runs out quickly ingame and even with higher Ore Mine spawn rate still takes long.

Remaster adds this to the game by exposing the RulesClass ore regrowth related variables as a slider in the skirmish and online match setup dialogs. Works really good on stock maps.

TODO add as slider to (new) skirmish and lan menus.
