[pre-release] Check and test if DB migration to 1.7 works for Bucket Rules with Prio 0 #168

In 1.6.3 it's possible to enter a Bucket Rule with Prio 0. In pre-release there is now a check that Priority field must be positive.

Check and Test required to see if a database migration to 1.7 might fail.

No bigger impact. Migration works. UI loads. Modifying the affected Bucket Rules just need a correct new value for Priority.
