Cleverbot.io support #155

What's the feature? Please describe the feature in detail, how it will work, etc.

Possibility to use the free cleverbot api from cleverbot.io.

How will this feature help you or your community or the users of Discord in general?

I love cleverbot but one problem with it now is that our server gets 5K uses in no time and that is why I want to use cleverbot.io api for it.

Is this feature similar to an existing feature?

It is a extra api that can be used for cleverbot

Is this a feature you would like to implement, with support from the Bastion Bot team?

bastion actually used cleverbot.io previously, but cleverbot.io's responses were very dumb.
