Giveaway activity requirements

Issue Details

I would love to see the bot be able to set a requirement for people to win a giveaway. For example..... If you want to win a giveaway, you must have sent X amount of messages in X amount of time. So like for instance, if you have not sent at least 20 messages in the last 24 hours, the bot will reroll the giveaway If you need to change some things to make this possible please do

We're not keeping message cache anymore to increase the performance and decrease memory usage. Implementing this would require Bastion to do that again, which seems very unreasonable just for a single use case.
