[IDEA]: The ability to allow admins(not just the owner) to give EXP to members #621

I and the owner of an Rp server we made a long time ago joined the bastion HQ server being really confused about the.giveEXP command since it wouldn't allow us to do it we found it only the owner could do it which doesn't make much sense to us. We use the bot to give exp to people when they beat a quest in the server and its hard to always have the owner to give EXP, with our server and most servers it doesn't make sense to only allow the owner to give exp. So I request you simply allow a setting so admins can grant EXP, not just the owner.
