Flyway integration #22

Integrate flyway with springboot application

Add latest flyway to project for keeping track of database model changes.

Acceptance Criteria:

At least one migration script i.e V1.0.0_create_alerts_table.sql inside src/main/resources/db/migration/
All migration scripts have to be loaded on application sturtup
