Implement error handling mechanism

Error handling mechanism for fetching changes from twitter API.

Things to consider when:

API is unavailable
API responds with error message

Acceptance Criteria:

At least simple error handling is implemented (scenario when response is error or service is unavailable)
Integration tests with mockserver
