This PR

renames trackdatabase.hdf5_lock to trackdatabase.HDF5_LOCK
moves the definition of trackdatabase.HDF5_LOCK to the start of the module, close to where it's being used as part of the HDF5Manager
replaces references to trackdatabase.hdf5_lock in extract.py to the new name
