Thanks Tim for this summary. I find this AWS article about "fairness in multi-tenant systems" https://aws.amazon.com/builders-library/fairness-in-multi-tenant-systems/ is also very much relevant.

And quoted this definition about fairness, "Fairness means that every client in a multi-tenant system is provided with a single-tenant experience."

That's a great point Wayne. It should have been eight rules. I wonder how many more things I missed?
