Coverage for the documentation, starting with some initial pure markdown encapsulating the motivation for NoteMate I took away from my meeting with @TheCedarPrince and some kickoff docstrings in franklin.jil

I am going to put the feedback on Motivation.md into a new draft that is time of the index.md file. So all future feedback will be there.
