Make lock_in_cart option only apply whilst the ride is running, allowing a player to shift-exit while waiting to start.

Refund entry fees when exiting. Make exit_teleport always apply while rides are running. Maybe specifically rides which aren't on the ground.

Implemented in v1.5.5
