"Latest" as a response to version will get your issue classed as invalid! Please check your actual version information.

Strictly speaking, I don't offer support for Pufferfish (or really any forks aside from Spigot and Paper) - but I'll see if there's anything obvious as to why things aren't working, just need a little more information from you:

Do you get any errors from ccShop during the server startup, as well as the one when trying to click the signs?

Could you please share the contents of lang.yml as well as config.yml?
