Enable the Setup.exe to directly download dependencies from online repo during installation.

Hmmm... interesting effect of doing force pushes with "fixes #8" in commit description.

Anyways switching to a web-based deployment.

Download and run setup.exe, the latest version of the app (currently v1.0.0.3) gets deployed simply via github itself.
