This is a low priority issue but would be nice to implement. Using post processing to apply these effects doesn't seem to be an easy option in URP (unless you want to pay $$). Might create these with VFX graph which is somewhat supported in URP.
Light shafts have been added using VFX graph. May want to look at using quads with transparent materials to make static light shafts. The light shaft direction is controlled by the sun light direction.
