Per @annie-xd-wang's idea, it would be great to make our plugins pip installable.

Which plugin would you like to start with @annie-xd-wang? I will begin the process of registering it with PyPI.

@annie-xd-wang made the updates necessary to achieve this within navigate with PR #961. Next, making updates to the plugin template and plugins themselves.
