Context :

It's usefull when you have a message that you don't want to remove -> resend to not remove all triggers linked so you want to edit it, however if a simple user send the message on most networks only that user is allowed to edit it.

If the bot sends and admins use the bot to edit it, all admins can edit this message.

It is often used for welcome messages in discord by other discord bots (example: carlbot).
