Add Board Game Plugin

This will be a plugin connecting into several plugins until it's considered "complete". It will access a common currency, track users, track a game, track rewards, and dish out rewards. Rewards will range from items for an inventory, to perks in other plugins, to even perks in a related protocol. It's meant to be comprehensive.

External Requirements

Optional, but Required for Completion

• [ ] Card library/plugin
  • And accompanying game to "roll" cards, to be offered as a reward in the board game. Plugin can also have items, which can be used as rewards.
• [ ] Monster library/plugin (#13 )
  • And accompanying game to acquire monsters, to be offered as a reward in the board game. Plugin can also have items, which can be used as rewards.
• [ ] Badge library/plugin
  • It'd be fun to offer Matrix community badges as a reward.
• [ ] Discord role library/plugin
  • It'd be fun to offer Discord roles as a reward.

Internal Requirements

• [ ] Several boards
  • Each board will be it's own self-contained game, being played one roll at a time. Each time a user completes a game, they move on to the next set game. Once they complete the last board, they're back to the first one. Each game will have different rewards, and different ways of giving out rewards. A free roll will be allowed approximately once per day.
• [ ] CPU player
  • Each board has a CPU player which rolls after every 3 player rolls.
• [ ] Items integration
  • There should be items for things like extra spins. This enables them to be both bought and offered as a reward.

Tagging this for v1.0 release as it demonstrates best how all the plugins can tie-in together, it will really flex the API.
