One issue and one suggestion.

What steps will reproduce the problem?
Simply use a space before someones name whilst doing /rpname and there will
be people with that name.
Are you using the downloaded version or an SVN revision (if SVN, which
revision)? newest.

Please provide any additional information below.
you can have one space or multiple so anybody can do it,
so about 20 people can have the same name O.o.

For enforced models if some one has it off i think you should still blocked
the non roleplay like models such as the zombies ones, but people can still
pick the one they want thats roleplay like.
