F4 Menu + Licenses #221

The mayor is the ultimate giver of licenses, if there is a mayor, no-one
else can give them out, right?

Well the mayor has a 'Request Gun License' button on his F4 menu..

Also, when there is not a mayor, gun license giving falls to the chief of
police, well he doesn't have a button for it on his F4 menu.

Same for the ordinary CP.
