According to microsoft, this is not possible with UWP.

I don't know if this can work in the future, but other software projects (like Kodi) tried and failed

Version 1.15.2 has now HDR support. Already available for dev mode, retail would require a little bit more time
I tested in dev mode + running application as Game. Graphics are immediately distorted and artifacting (similar to the DX12 issue but immediate and outside of w/o games running).

Sorry for the long wait but I worked these weeks on the certification sides of thing.
Unfortunately Microsoft did not approve the capability for Moonlight to use HDR. So this functionallity will be removed in retail builds. I know this is not the ideal outcome (since the feature is complete and ready to ship), but my hands are tied and I tried everything in my control to make it work, so you need to wait for some changes in the policy and/or the Xbox OS to make it work.
Is there a way for us to petition Microsoft/Xbox to allow this HDR functionality in an app like Moonlight? I'd happily +1 an issue on their side for this if I could.
Also, will the dev build still have HDR or are you stripping it completely?
I can now confirm that HDR support is available on retail now too!
