Lightning gun buzz sound continues while in cutscene #157

The lightning gun gives a buzzing sound when it is idling in your hands. The 
buzzing sound continues while in a cutscene but it should stop during cutscene 
playback.

Railgun idle hum is audible as well

This has been fixed with the side note that ALL LG/RG/BFG idle sounds stop 
playing during cutscenes, which means that they stop playing for bots as well. 
So a bot holding a Railgun makes a humming sound while playing, but not while 
in a cutscene.
