\spdevmap should enable \spmap features with cheats enabled #52

Currently, \spdevmap does not allow for dev commands like \noclip. Running a 
map in \devmap mode works, but \spmap features do not work.

\spdevmap should allow for the single player features as well as the 'cheats'.

Unfortunately this is a bug in the engine code, not the modding SDK. I think 
this is fixed in ioQuake (http://ioquake3.org) though and EntityPlus should be 
able to run on top of that.
