[Feature]whitelist items for item-use

We are running the Hardcore Questing Mode which adds a book filled with quests. New players that arrive at spawn can't open this book because the region is protected by Towny and gives them a no item_use permission message.

Would it be possible to add a whitelist for harmless items such as the HQM book that bypasses item_use?

duplicate of #3. But indeed I should add type overwrite for items/blocks. I possible could white-list books automatically tho.
