Legacy structure Editor Improvements / Fixes #3063

Legacy structure Editor works as before,however the Material Settings no longer has effects or change any of the materials, also non of the other materials shows after enabling the Custom Materials only the base color.

@Hamada880 The Structure Editor will be discontinued shortly in favor of the new Building Editor, and will be removed from the Developer Settings area when the Escape From The Zombie Cellar has been updated to use the Building Editor room style.
