MAX - Enemy characters no longer have muzzle flash? #4728

Like last report, ran through canyon offensive to test another unrelated issue. I noticed that enemy soldiers equipped with any gun no longer make any kind of muzzle flash; neither the graphic/sprite, nor any dynamic light. (I don't think MAX ever had a dynamic light for enemy muzzle flash, so I could be mixing that memory up with Classic which IIRC still has muzzle flash lights for enemies.)

Running latest experimental build as of 6/23/2023

@fearlesswee I can confirm the canyon offensive missing muzzles. Other levels still have them so going to drill down into why the CO level, and then hopefully the underlying issue that may affect other potentially larger levels or scene setups...will report back.

Played through Canyon Offensive again, the issue didn't happen at first, but as I progressed through the level the enemies eventually lost their muzzle flash again, and, interestingly enough, at the same time bullet "puff" effects stopped working, meaning the two are likely connected.

Can confirm this has not been fixed in latest exp build.

@fearlesswee Rather than chase this one further down the rabbit hole, the solution is already in the roadmap to replace the decal effect for muzzle and smoke effects to proper particle effects, thus bypassing the missing decal anim quads.
