Add link to API access page #16

A link needs to be provided for developers to access the API request form here http://thegamesdb.net/?tab=api

Another API registration page here: http://thegamesdb.net/?tab=apiregister

Link is very outdated, it was never actually released to the public, it's merely here as a reminder that at some point TGDB needs to be handing out API keys, and have people accept API terms and conditions.
