[Fix] Warlock decimation #33

What steps will reproduce the problem?
1.Have warlock, take decimation talents
2.cast soulfire on target that is at or below 35% health
3.Decimation wont proc

What is the expected output? What do you see instead?
DEcimation has to proc and from soulfire spell

What version of TDB? What version of the core (LATEST is NOT acceptable)?
core 8094, DB 9.29_7925

Please provide any additional information below.
