Oh Noes, the Tadpoles!, cage won't go open. #57

What steps will reproduce the problem?
1. Get to the quest "Oh Noes, the Tadpoles!" from King Mrgl-Mrgl at Borean 
Tundra
2. Accept the quest get over the water to the other side find a cage there
3. Try to open a cage won't work.

What is the expected output? What do you see instead?
It should open the cage, the baby's should walk out and follow u until u have 
20.

What version of TDB? What version of the core (LATEST is NOT acceptable)?
Core: 9007
TDB: 33

Please provide any additional information below.
This quest is available on horde and alliance and both aren't working.
