What steps will reproduce the problem?
1. Receive item "Dolanaar Gift Voucher" (http://www.wowhead.com/item=14648)
2. Start quest "Dolanaar Gift Voucher" (http://www.wowhead.com/quest=5842)
3. Search for "Orenthil Whisperwind" (http://www.wowhead.com/npc=11942)

What is the expected output? What do you see instead?
NPC standing at coords, no NPC is spawned.

What version of TDB? What version of the core (LATEST is NOT acceptable)?
Build 9916 with DB 9847 Up34
