Veins and herbs realy low in northrend. #66

What steps will reproduce the problem?
1. Get Mining/herbalism
2. Go Northrend.
3. Try to mine/herb anything. There is almost no veins/herbs in test server 
where is 700 online. The spawn time or smth other is broken, on offy there is 
4-6k online in 1 realm and there you can find more veins and herbs than on 
trinity.

What is the expected output? What do you see instead?

More Veins and Herbs in northrend.

What version of TDB? What version of the core (LATEST is NOT acceptable)?

Trinity Database: 335.11.34, and Trinity Core: 10145
Please provide any additional information below.

Its realy annoying, you cant level mining and herbalism which affects other 
proffesions.
