Stop the Fires Quest #67

What steps will reproduce the problem?
1. In Goldshire, accept the quest to "Stop the Fires"
2. Get a bucket of water
3. Look for the fires to put out (none found)

What is the expected output? What do you see instead?
Shouldn't I be able to find fires to actually put out with the bucket of water?

What version of TDB? What version of the core (LATEST is NOT acceptable)?
TDB 335.11.34

Please provide any additional information below.
This is a "daily" quest that I think is related to Halloween.

So HI!

This is gonna be my 1st post yay.

All I have found up till now is that the quest_template/ReqCreatureOrGOId1 is 
empty.

And in the quest "Fire Brigade Practice" the ReqCreatureOrGOId1 field points to 
a game_object that doesn't even exist in the corresponding tables.

I'm working on it though. And Brewfest also.
