I have noticed this problem as well. If you close and open a group (clicking on 
the +
button on the tree) it seems to fix the problem. The problem is with the tree 
control
I believe.

Spew, you are right.
Opening and closing a tree-view item does fix the problem with the scrollbar, 
even
for the rest of the session.
That is a problem with 3rd-party-code.
Not much we can do about it (and IMO of minor importance).
Logged at googlecode as "Won't-fix".
