Voice over for search results. #239

Please do not merge until we get a go ahead from the design team.

This feature adds Voice Over to search results in the directory service, we now have an ability to dynamically announce all search stages via aria-live and aria-atomics tags + Javascript.

It works but:

For 0 results, no text - the "no institution found" text already is announced..
Too many results triggers a bit fast? sometimes conflicts with number of result announcement.
