Gaps at the tops of waterfalls #509

Expected Behavior

Waterfalls should not have gaps in the top of them.

Current Behavior

Waterfalls have gaps in the top of them when looked at from certain angles.

Steps to reproduce

  1. Spawn in.
  2. Find a waterfall.
  3. Look into the top of it at the gap.

Operating System: Windows
