Able to destroy burrows while a player exits them #586

Expected Behavior

Players should not be able to destroy burrows while another player is exiting it.

Current Behavior

Players can currently destroy their burrows while another player is exiting it. This causes the other player to become stuck in the "BurrowState: Exiting"

Steps to reproduce

  1. Have someone place a burrow.
  2. Enter the burrow.
  3. Exit the burrow.
  4. Have the player destroy their burrow as you exit.
  5. Become stuck in the "BurrowState: Exiting".
