Burrows can be placed on overly steep angles #603

Expected Behavior

Burrows should not be able to be placed on steep angles.

Current Behavior

Burrows can be placed on overly steep angles by facing down at cliffs from above.

Steps to reproduce

  1. Spawn as a dryo or psittaco.
  2. Stand above a cliff face.
  3. Look down at the cliff face from above it.
  4. Press the build burrow button.
  5. Witness the burrow protrude from the cliff face.
