org.phenopackets.phenotools package changed #71

looks like the phenopackets team changed thename of their package (look here)

for now, the maven repository not sure about this, so the package is missing

We are working on this, hopefully it will be fixed by next week. Note that HPOWorkbench is not a published tool, it is something we use for prototyping, and we have had to do major refactoring with the move to Java 17...

Now the tool is working again following a local mvn install of this package -- https://github.com/phenopackets/phenopacket-tools We are putting the latter onto maven central next week.
