ClinVar integration

LIRICAL should imporve the approach to variants with ClinVar annotatoins. Currently, variants getting BENIGN or BENIGN_OR_LIKELY_BENIGN are still getting relatively high variant scores. The default should be to use the CLINVAR assessments by default.
