Below is from submitted wireframe, but the user should be able to :

• Search for a disease
• From that disease, toggle between annotating treatments or phenotypes
• Within an annotation, add remove items
• Save draft annotation set or indicate that they're ready for review
• Attach qualifiers for each phenotype
• Tether the annotations to any number of papers
• In long run, more text mining assistance would be great

Treatments can be specific phenotypes within the disease, but this needs to be thought through. For instance, minimizing aldehyde exposure would treat Fanconi proclivity for head/neck cancers, but would do nothing for, say, abrogated thumb. cc: @pnrobinson

Generally agree, but the disease search needs to be restricted to existing diseases or there needs to be a separate page for starting a new disease. The latter should require admin approval. I think the HPO proposal is also a decent requirements doc, should we review that?
