build the python API for v1 and v2 endpoints.

I was planning on getting the build process ironed out first.

the SI/routes/webui/api/index.yaml file is missing a "description" parameter which is why you get the swagger-codegen text in the v1 setup.py file. I will add a description in a different PR since the file is in SI.
