• SA-3052 - Sign PowerShell module and improve release steps

What does this solve?

• This release includes a catalog file for the ADMU PowerShell Module, files to be included in the released PowerShell Module are hashed and stored in the ADMU.cat file.
• This release move the PowerShell release step to the GitHub Actions workflow and should only occur after the hashed catalog file is created/ updated.
• This release includes an open source license within the ADMU project
• This release pairs down the included files which used to be included in the PowerShell Module, only required files are now released.
