Updates & fixes to various menu panels

Some of the fixes were also ported from Community HUD Fixes.

• Updated some panels (Replays, item catalog and item selection) to fix overlapping & inconsistencies
• Updated the main menu:
  • Added a button to open the dev console
  • Adjusted size of the rank model
  • Adjusted position of the "items" button to be aligned with the "back" button from other panels
  • Fixed Promotional Codes button overlapping the news panel
• Updated the Backpack page:
  • Moved A/D buttons to the bottom, below item images to avoid overlapping
  • Fixed label displayed when applying tools not displaying properly
  • Fixed some alignment issues
• Updated the store map stamp panel:
  • The title label has been positioned slightly lower
  • The paint and style labels are now properly hidden
• Fixed cosmetic style preview models not showing
• Fixed item panels sometimes cutting off in the item selection screen
