First install: Rules don't immediately apply #18

As per Discord: https://discord.com/channels/805554495253643315/1082018637067603979/1101111186319233034 it would appear as if after a clean install, you need a reload in order for rules to start working.

After the initial reload, all further rule modifications / additions work without any reload needed.

I'm not 100% sure that's the exact problem, all I know is that the rule did not apply at first, but once I reloaded due to taint (thanks, OpenAllBags()), rules magically sprang to life.

This might be caused when you add an item type but the remove it again. This flags the item type as Remove. This is cleared after you close the settings window. The only place I see this being a problem is when you have the auto sell window open while changing rules and removing item types. I've done it this way so the GUI would not fuck up but not sure if it's still necessary.
