Likely an osi issue, as the sounds of bosses seem to be regulated there.

The animevents.slb in its character folder I doubt is even used.

This is partially fixed in REBUILT 1.1. Further fixes are possible with hookmods for a more universal implementation, but so far have not been implemented.
