This is an issue in the beta, and was something I was dreading ever since Deep Brick released that gameplay footage back in 2010.
In the alpha, aggressive Rahi would approach the Toa, stop within melee range, and then perform a melee attack animation (the scorpion would flick its tail, the bug would raise its forelegs, etc.) that dealt damage if the Toa was still in range. That was perfectly fine... and then the developers went ahead and changed it.
In the beta, this only works rarely. Most of the time, aggressive Rahi beeline towards the Toa and, when within range, keep running back-and-forth between the Toa's legs. This deals damage and stuns the Toa, but because the Rahi is so close and aggressive, the Toa will get damaged and stunned again as soon as the invincibility frames have ended. The result is a cycle of hurting that continues until the Toa is dead, which makes the early game (before Onua discovers the Huna, the only efficient defense against this) much more difficult than it should be. You can see an example of this in the beginning of this video.
This even varies between Rahi specimens of the same species. For example, the crabs on Onua's BECH will circle around him and occasionally lunge forward to attack... but the crabs in Onua's VLLG run between his legs. Smaller bugs are more likely to do this than larger bugs (see #167).
