Updated Slate to Latest, Added Download API Section #6

This PR:

  1. Updated Slate to latest. The GemFile was seriously outdated and nonfunctional, updated it and everything else to latest Slate release. Fixed a few issues that arose in the markdown from changes in how Slate parses it.
  2. Added Download API Section. #5 Tried to keep it within the style of the rest of the API docs. Unsure of the formatting of the Sample code: I used urls from the prod windows server version, so I specified this with "Windows Download Server" in the code section title. It would be pointless to specify each version of the url in the code samples, but It may be better to have a tag to better recognize it. However being that theres also download-test and download-dev it might just be more consistent to do it the way I've done it.
