need to standardize vendor names #9

There are irregularities between how they are represented in the DB and how they are included in the metadata on documentcloud. ex: "American Traffic Solutions, Inc" vs "American Traffic Solutions, Inc."

The clean solution is probably using the vendor name from the associated vendor file
